Port of Geraldton Master Plan & the Port of Geraldton Maximisation Project

The Port of Geraldton Master Plan (PMP) is the long‑term plan for how the port should grow over the next 30 years. It looks at future trade demand and outlines what new or upgraded infrastructure may be needed.

One of the development pathways identified in the PMP is the Port Maximisation Project (PMaxP).

The PMaxP is the short‑term project that upgrades the port’s existing infrastructure within the current port area. Funded by the State Government, it enables the port to handle more trade, support new industries and manage a wider range of products over the next decade.

In simple terms:

  • The Master Plan sets the long‑term vision.
  • The PMaxP delivers the first major upgrades to support that vision.

As PMaxP works progress, the Master Plan will continue to be updated to reflect new trade forecasts, stakeholder input and completed developments.

Community Information Session 

The Port of Geraldton Master Plan is a long-term strategic document that outlines how the port may evolve to support future trade, industry, and regional economic growth. It focuses on opportunities, constraints, and future needs rather than detailed designs or construction decisions.

Mid West Ports is currently in Phase 1 of a three-phase update to the Port of Geraldton Master Plan.

Mid West Ports is holding a Community Information Session on Thursday 2 July to learn more about the findings of the preliminary studies being undertaken as part of the Master Plan.

This is your opportunity to hear directly from our team, learn more about the plan, and ask questions.


What to expect

During the session, we will share:

  • Updates about the findings of the Master Plan Preliminary Studies
  • Details on current and future studies 
  • Planning timelines
  • Subject matter experts available to answer questions and listen to community feedback

Two short presentations will be delivered at 4:15pm and 5:15pm, followed by the opportunity to speak directly with our subject matter experts, who will be available throughout the session to answer your questions and provide further insights.

Why is this work being undertaken?

To understand how the port can continue to operate safely and efficiently while supporting future trade growth, and to identify the opportunities, constraints, and potential impacts that will shape future planning.

What stage is the project at?

The project is currently in Phase 1, which is the Preliminary Studies stage.

There are three phases in total. Phase 1 involves technical investigations to understand current operations, capacity, and future trade requirements.

No final decisions about expansion or infrastructure have been made.

What study areas are included in Phase 1?

Phase 1 includes four key study areas:

  • Port Transport and Services Network Capacity Study
    Assesses current and future capacity of road, rail, and utility networks, identifies bottlenecks, and determines minimum investment needed to support growth.
  • Port Berth Notional Capacity Assessment
    Verifies trade forecasts and evaluates berth capacity, including hinterland analysis and berth modelling to identify constraints on future throughput.
  • Community Engagement
    Gathers community and stakeholder perspectives on the potential growth of the Port.
  • Viable Environmental Licence Capacity Assessment
    Determines the port’s maximum environmentally permissible capacity by reviewing approvals, cumulative impacts, regulatory constraints, and community sentiment.

Phase 1 Outcomes

These studies will establish:

  • Baseline capacity of surrounding transport and service networks.
  • A notional annual throughput cap for the Port of Geraldton.
  • A maximum environmentally viable throughput threshold.

This threshold will help guide decisions about when trade may transition to the future Port of Oakajee.

What happens after Phase 1?

Phase 2 will build on the findings of Phase 1 by undertaking detailed precinct planning across Mid West Ports-managed and nearby landholdings.

The objective will be to get a strong understanding of land use to support current and future port operations.

Phase 3 will take the outcomes of Phases 1 and 2, and deliver a revised Port of Geraldton Master Plan, which will help guide development and operations over the foreseeable future.

Are there plans to expand the port now?

No. Phase 1 does not involve proposed construction work or final decisions about expansion. It is focused on planning and understanding future needs.

How could this affect the community?

The studies aim to further understand community interactions with the port, including dust, noise, emissions, traffic, environmental protection, and broader social impacts

How will feedback be used?

Feedback gathered from the Community Information Session will be documented and considered alongside technical, environmental, and economic assessments.
